Boat: Mastercraft Prostar 190 1991 351 Indmar

Won't start when hot

1991 Prostar 190, new battery, new alternator. Boat won't start when hot. Turn key, starter makes a grunt...but wont turn over engine. Voltage at battery is 12.9. Turn key, voltage drops to 9.4, then 8.8 on second attempt. New starter needed or what? Thanks.

Possible a starter motor, I would also check your battery cables for corrosion if they are getting hot when cranking time to replace them too.
