OK, so it's not exactly at a boat ramp, but they were heading that way...
No idea how this could have happened- it's a nice long straight on the river, river's probably 90-100 feet wide, and there was no traffic..

The boat's a good 5-6 feet back from the bank and it looks like the gouge from the outdrive is a good 20 feet long.
