My platform has those cutouts. There is a piece of wood under the cutouts on mine though. That looks exactly like my platform minus one piece of wood.

Vinyl and carpet need replacing. Zoom in on the engine pad. With TX reg and. Galvanized trailer I'm suspicious this was salty out of Houston. Could be wrong on that though but would justify the pricing...
