My buddy didnt have them installed (he has snaps on the carpet) and he doesnt have any issues on the lake. Trailering, I am not so sure. I was surprised that the carpet didnt move that much without the snaps on the deck.

The only issue I see with no snaps is you may loose the carpet when you trailer if it is not snapped down.

im having the reverse issue. i have the snaps on the floor of the boat but not on the carpet that came with it... i need to find the top snaps and installed them because my floor flaps in the wind

I was where you are last year. This is the tool I bought and where I got my snaps. However many snaps you thing you need buy more. My MCOCD hit me hard while doing mine and I did many of the snaps two and three times before I got everything where I wanted it.
