Help! Email links won't work

Wondering if someone on here can help me before I have to call in the Geek Squad. There's got to be a simple solution for this but I haven't been able to find it.

When I try to click on a web link in an email, I get a message saying that "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

Does anyone know how to fix this? I have Microsoft Outlook 2003. This is my home computer, I don't have a system administrator. I had family visit a few months ago, and they used my computer, and this problem has existed since then. Maybe they changed something but when I asked they didn't know anything about it. The computer has Windows 7 if that matters.

Don't know a thing about Outlook. Nothing in the settings that jumps out at you?

I got that once... had to redo the account permissions in outlook.
