Outboard steering lube

Trying to freshen up my dad's Ranger bass boat while I've got it at home (usually moored at the lake).

The steering has always been 'stiff' to say the least.

See picture, one nut is missing, both rods are caked with old sticky grease.
I saw this product at Bass Pro, does anyone have any experience with it? It comes with both an oil and grease fitting. I'm not sure if I'd be better off to add more grease or switch to oil which might spread through the cables faster.
