New steering still stiff

I replaced the steering cable in my 92 205 because it became so stiff I could barely turn the steering wheel with 2 hands. I installed the new cable along the same path as the old one. I double checked to see if it was binding anywhere and it doesn't appear to be. The rudder moves freely when disconnected from the cable. What else could it be?

Did the wheel spin free when the rack and cable was off?

I didn't really spin the wheel other than to release and install the new steering cable. I didn't feel it dragging in those few turns, felt smooth.

I had to replace the rudder box on my old ps190. There was so much slack in it the rudder would bind against the bore. On removal, the bore was a mess, hence the reason the boat steered like a tanker. New rudder box and while I was at it I added some lines so it could be greased more easily, and the problems were gone.
Drop the rudder out, clean the rudder box, refit and re grease.
