Raised Decal Adhesive

Hey guys I have a 2006 x45 that has the large raised numbers at the rear of the boat. Several of them are starting to peel back, especially at the step downs in the hull on the horizontal runs of the 4 and 5. It isn't bad but I have tried heating them up and re-applying via pressure and it worked only temporarily.

Any idea what the adhesive used is? Seems like a clear sealant caulk may do the trick but I am sure there is something more appropriate. These are the original factory decals to my knowledge.

Any help appreciated.
