What it does is - puts your exhaust out at prop level so the fumes are caught up in the prop wash and shot out way behind the boat.

I would think if anything it would decrease the risk of hydro locking. It's deeper than standard exhaust outlets so the waves won't hit it and it increases the air space in the exhaust. It also introduces two more bends into the path so that will slow down the water even more.
