How often should I change the fuel filter? '96 PS 190

Every 100 hours unless you get a batch of known bad gas. Then, drain the tank, flush the lines and replace the filter(s).

If you by gas at marina's I would do it at least once a season.
Gas bought at gas stations every two years, but that's just me.
