Will this amp power these speakers adequately

The amp is an Alpine MRV-F300

The speakers are a set of JL c2-650 and a pair of c2-690tx

Will that amp power those speakers adequately?

Certainly not up to maximum potential when you look at the true 4-ohm power rating at real world supply voltage levels in an open boat.
Absolutely not if it were tower speakers.
But for four in-the-boat speakers it will be fine 'IF' all speakers are well mounted and acoustically isolated (front to rear).
While small, that model of amplifier will last forever and never thermal.

Thank you! I wound up just getting a JL 360/4. Got a pretty good deal on it.
