Paint instead of gel coat

Recently purchased 1994 PS 190 Planned to refurbish the gel coat, but low and behold the color band was painted. Has anyone else seen this? Is there a way to remove the paint and restore the original gel coat?

Do you feel like opening a can of worms?

Someone here did this. Ended up uncovering a bunch of damage that was bondo'd.
