I think you nailed it. On our river it is no HP limit on the main part. But all tributaries and supply streams are 10HP or less. That looks like a late 90's 9.9HP motor. I wouldn't be surprised if he didn't have an electric 1-4HP on the front also.

It was a home made transom bracket. Made out of angle iron and C clamps. If didn't turn.

it's called a kicker motor... and it usually is steered with the tiller arm or connect to outboard..with an I/O prolly using tiller bar.
