Front of dash loose

On my 96 prostar 190 I am having a problem with the dash behind the steering wheel. The front edge just under the windshield is not attached. Every time I hit a wake or I am in rough water is bounces and makes noise. I dont know if this is how it came orig. or if the prev. owner damaged it or removed some type of retainer? Does anyone have a fix or know how it attaches? Thanks for your help.

I had the same problem with my previous 97 PS190. I used "L" brackets and epoxy and permantly attached the front of the dash to the fiberglass under it. I did that in 2000 and it is still rock solid.
