A few paint/decal questions--with pics

What would you say is the best solution to mending a peeling decal before it peels too far? See first pic. I have read many posts about removing oxidation on paint. How about fixing the decal itself from gook and grime. I suppose I dont want to use a polisher of some sort on these? Pic 2.

What do you think of the paint pic listed last? I see alot of posts about removing oxidation, but since this is my first boat, yet alone MC, does this look like oxidation? Would the porter cable random orbital polisher help me get this off? It almost looks like the paint is partially rubbed off or something. These pics are from a 2001 Prostar 190.

By the way, previous threads made changing my impeller a snap! I love this forum, thanks guys!

On the loose vinyl I would use a dab of automotive trim adhesive. As far as cleaning the vinyl, if a mild detergent and elbow grease are sufficient, I would use a cleaning wax carefully. Probably just enough abrasive to get the job done.
