trainsmission oil filter

Today I changed the transmission oil filter in my 08 X-30 ZF-Hurth. No problem relatively easy both o-rings and filter, but I have a question how does the cap tighten mine did no question but since the bolt does not go all the way through the canister what makes it tighten?
