Bypass the safety switch, or measure at it's connection points. If it has butt connector splices, replace the terminals, making sure the wire ends are clean and not corroded. If the wire is bare copper, you need to see shiny copper, not black or green from corrosion. Also, look at the connector that connects the boat harness to the engine harness- it's near the main breaker on the engine.
