I've had 9 people in my 190 before and the boat sits MUCH lower in the water with that much weight. I definitely would not have the prop turning in 26" of water with 9 people (if 22" is the draft of an empty 209, 22" seems like a lot), and I also would not want to keep the boat in 26" of water for the reasons Coz mentioned. I doubt you can get a lift in that shallow of water either.
How far is it before you get to 3 or 4 ft. depths?

I agree with Coz...rough water in itself could be a real issue. Is a mooring bouy in deeper water an option?

I'm in a small bay, ther is not lot of traffic and really low wave,
maybe the showel is the solution, for the moment I have a Bayliner and with the trim up, it never hit the bottom |

Well you never said you had a Bayliner. In that case, just back away from the dock alone until you're in deeper water and pull your passengers to the boat on the tube...
