x-star leaking rear ballast tank

my 2006 x-star starboard side rear ballast tank leaks. its buried under the un-removeable locker floor so i cant get in to have a look.

when the ballast tank has water in it, some of it escapes and i can see it draining back into the main builge under the motor thru a 1" dia. hole when the boat levels out. This in turn turns on the auto bilge every time we stop.

My question is: Is it ok to just plug that 1" dia. hole under the motor to keep the water in the space where the ballast tank is?

Any other suggestions?

Then it will just slosh over the top and over the stringer into the bilge. I would not do that.

Or it will run forward in the boat and into the bilge that way.

My X-45 has a removable floor. Not like MC to have a design flaw like that....a non-repairable ballast tank?
