Angry Ballast Pump Help

I replaced my impeller with one of those yellow impellers, but it still will not suck water. The quarter turn valve is turned to the on position. I tryed to hook up my fake a lke to the inlet on the bottom of the boat and it sucked in a gallan or so but it would not pump it back out.
Do you have to prime these water puppy pumps. By the way my system is the one that sits under the back seat on the floor. What is the white filter looking device after the quarter turn valve under the floor at the water inlet.

I assume that we are talking about an X7. Listen to your outflow port while you are trying to fill your bag. If you hear air sucking in the port, your checkvalve is stuck open or not closing fully. Try filling the bag with you hand over this port. If this is the problem, you may have to replace this valve.

It's probably a PVC swing check valve.

I second what dsoby stated. Might have an open system, not allowing prime. Stuck check valves are an easy start.
