1980 mastercraft -- too much gas in carb

Ok -- got the boat out of storage -- last fall I knew it needed a new starter and I just got done replacing that -- everything good there. Now there is a new problem -- gasoline was dumping out of the vents into the carburator barrels. The decision was that I had a float stuck in the carb. Replaced the carburator -- now there is no gas coming out of the vents but it seems to me there is still too much gas coming into the carburator since it is collecting on the mesh screen cover and the garage smells like gas -- and still the engine will not catch and run.

Is there a possibility that the fuel pump can send too much gas to the carburator? I did read the manual and it said to check the sight fuel line to see if the fuel pump is not working -- that seems fine -- no gas in the line.

Ideas???
