All That for Nothing

So we head out for the lake early Sunday morning. As we get to the ramp notice that the Coast Guard Aux. is doing free boating safety checks. So I figure what the heck, seems to me I remember someone saying that little decal warded off lake police in certain situations. So we go through the song and dance. Sign the form and he informs me that he will not give me the decal because my registration #'s do not contrast with the hull color enough and that the spacing is incorrect. WHAT A BUMMER WASTE OF TIME! But hey I learned a couple of things and let the wind die down a bit.

What the heck did they know? I bet you had the best looking boat of the day. Does this mean you can get away in a high speed chase and they can't read your tag #'s?
