The regulator on the injector rail looks something like this, but doesn't have the nipple.

OK, just checked the spark plug leads and there was one that was loose. Pushed it back on and the fuel pressure has stabilised but the problem is still there. I still can't accelerate above 2500rpm in gear although I can run to 5500 in neutral. I put in my code mate and there are no error codes. Could there be a dodgy sensor somewhere? What do I check next, starting to think it might not be fuel related.
