I'd suggest spraying them with pb blaster once a day for a week. Try tapping them with a hammer some also to break them loose.

If they still don't budge, you can carefully put a little heat on them with a handheld propane torch. Less is more there and be very careful to keep it away from gas lines etc. Actually, I'd only do that as a last resort. Don't burn your boat up or blow it up.
