If electric fuel pump is hot

if electric fuel pump is hot does that mean it is working but there is no fuel getting to it there fore it heats up? or does it mean it isnt working and heating up>?

found out that the reason the pump was hot was that it was starving for fuel. primed the line with an air bed inflator in reverse, it sucked the gas through the line and the pump did the rest!
