1987 Prostar 190 gauges

New here, and new to me 1987 Prostar 190. The left gauge panel I removed to replace the horn. What retain the nuts cause it does appear to have an opening on the back of the dahs to get to the nuts? Also, U shaped bracket with a cut out for a gauge was in there, has two mounting hole but don't line up with the bolt holes for the gauge plate, where does it go?

The panels that hold switches had little press in things that failed so many old boats have been epoxied and bondo and then a sheet metal screw
