Is your deal bolted directly to the transom? That's what the picture looks like?

If you have the angle mounts to the transom, which you should. You may need to remove the gas tank and tighten the mounts I suggest using backing washers on the inside. The teak deck can then me realigned and screw back to those angle mounts with stainless screws.

Oh ya. Your bolt broke or is pulling through the fiberglass. Need to pull the gas tank. Replace all the bolts now and definitely run backing plates or large washers. Backing plate is better use lock tight as well.

At lease it is an easy few hour fix and you need a friend to hold a wrench.

Before pulling the tank I would carefully disassemble the bracket assembly and see if you can deal with it from the outside. If it's like the removable bracket on my '89 (it looks like it) then the angled block is held to the transom with four machine threaded bolts that screw into threaded backing plates on the inside of the hull. And the platform bracket attaches to the angled blocks with two machine threaded bolts that screw into two threaded holes in the angled block. If the threaded backing plates are OK, you may be able to extract the top bolts from the angled block and replace them. It's worth a try.
