2003 Prostar bogging down

I've been fighting this for 3 weeks, and I've scoured these forums, but I am totally stumped.
2003 Prostar 205V 5.7 MCX. So far I have cleaned the fuel tank, changed the fuel pump, new fuel filter, new MAP sensor, new throttle position sensor, cleaned the throttle body.
The boat cranks and idles fine, as soon as I give it some throttle, it tries to plane out, then loses all power. I talked to a mechanic, he said to take the gas cap off and run it, so I did, and it runs great. What would cause this? A fuel line collapsing?
