Nice boat! That black vinyl stripe and the new decals make it look 10 years younger lol.
The rear deck pad should be bolted down. No need to remove it if it's secured.
The seat base in my 96 was sagged out from being stepped on. A little chunk of 4x4 under it worked well as a quick fix. The OE seat base is 1" thick. I doubled up some 1/2" plywood and used the old base as a pattern swapped over the cushion and cover. It was pretty strong then.

You may or may not need a steering cable. It will be noticeably harder to turn against the prop as opposed to with it. Easy test is if you can turn the rudder by hand (on the trailer) then the cable is not bound up. May just need the rudder and cable greased too.
