You can driveway test this by putting water in your tanks through the vent. You won’t need much water, just till you hear the pumps prime up and push water out the bottom of your hull.

What are your RPMs at when filling? Sometimes i put my boat in gear and move forward as I'm filling. It helps push the water to the pumps

Figured it out. Pulled the lines off the pump, they were on the right directions, tried blowing into the line going to the ballast tank, totally plugged. Opened the ballast hatch and found the line totally kinked off. Easy fix. Turns out someone for some reason took the block to keep the tank in place out, so then the tank slid back and pinched the hose.
