Canadian Math Skills (don't bother, Quebec)

The wife showed me an ad in the Wall Street Journal for a sweepstakes to win a free cruise on the Queen Mary 2. The fine print said this:

"Open only to legal residents of the 50 United States (and D.C.), or Canada (excluding the Province of Quebec), age 18 and over. Any resident of Canada whose entry is selected in the random draw must correctly answer, unaided, a time-limited mathematical skill testing question to qualify as a winner of the prize."

Maybe some of our Canadian friends on here can explain this?
I won't even ask why Quebec people aren't eligible.

They might have a lot of regulations for lottery type drawings and a simple question turns it into a game of skill. Just a guess.

English-speaking Canada uses a judicial system based on British common law. Quebec's system relates more to the Napoleonic Code from France. There are other aspects of Quebec culture that differ also. For example, they have a pension plan that is unique from the rest of Canada. Simply put, they have their own way of doing things; it's not just a different language!

That explains why Quebec is excluded. Thanks. I'm still curious about the math test. Table Rocker's guess makes sense to me. I wonder if that's the reason. And I wonder what the question would be.

Man, that would be a bummer if you got the answer wrong!

Now, if we could only have a similar requirement to vote in this country. Something like "name the three branches of government" or "how many states are there?" or "what is the capital of Rhode Island?"
