Mildew on life jackets

The mildew is on some of the life jackets that I had stowed and no one used. We never put away any wet life jackets. While we're out the wet ones stay on the floor then when we are done they are hung on the tower to dry. I store my boat indoors at the marina. I can't take everything out or leave the cover off because of critters. Wet ones are still left on the tower until we come out again and have never had any issues with them. I cleaned the mildewed ones with bleach. I then saw where people were using Totally Awesome on vinyl so gave them a second cleaning with that just to see what would happen. Most of it came off ( a lot had already come off with the bleach). So, anything better to clean these with? Anything that could be put on it to prevent the mildew? Thanks.

2 cups of bleach, 1/4 cup of mild soap, and a gallon of water. Scrub for 15 minutes with a med to soft brush.
