This is an oil tap for the oil pressure gauge. Somebody bend that to being over and abandoned oil pressure gauge. Typically this results in a burning boat. You can usually by the hose kits to reattach the dash at most auto parts stores or you can buy the tubing and parts in the plumbing isle at the hardware stores. I would recommend removing it all together and buying a gauge with an electric sending unit. And you will no longer have plastic tubing with oil pressure running through the boat .
