Shaft Packing- wax rope 94 205 LT1

Hey Guys. Bought some 3/16" wax rope to redo the shaft packing. Came in three pieces that I had to cut down to the circumference of the shaft. I removed the old packing which was much thicker than the new stuff. I put 1 piece in at a time and had the seams 180 degrees apart. I hand tightened it and took it too the lake. I put it in the water and it was pouring in so I tightened more. I had to tighten it as far as it could go and it is dipping about 1 drip per second yet. What did I do wrong? Did the dealer give me the wrong size possibly?
