The final logic is:

Powers up in the OFF position
1st short-press goes to ACC
2nd short-press goes to ON
3rd short-press goes back to OFF
this cycle repeats.

Long-press at any mode will start engine.
If engine has been started a short press goes to ACC mode
If engine has been started a long-press goes to OFF

Excuse my ignorance.

Powers up in the OFF position I'm not sure what this means
1st short-press goes to ACC
2nd short-press goes to ON Does "ON" start the engine? If so there are two ways to start engine; one long press or two short presses
3rd short-press goes back to OFF
this cycle repeats.

Long-press at any mode will start engine.
If engine has been started a short press goes to ACC mode
If engine has been started a long-press goes to OFF

I assume there will still be a on/off switch?

No. ON is like in your car when the ignition power is on, but the engine may not have been started. After the engine starts ignition state goes back to ON.
3rd short-press goes back to OFF
