That one is for the drain on the oil filter tray. Look under the oil filter and it should route to it.

Oil Pan drain hose. - The oil filter tray does not have a hose connected to the bottom, however you can add one.

Oil pan drain hose. When changing the oil you remove the snap hook and rout the hose through the transom drain hole to drain the oil outside the boat (NOT IN THE LAKE)

Like others have said it's the engine oil drain hose, you can hook up a vacuum pump to drain the oil or run it through the transom drain plug hole to drain the oil via gravity. If you follow it you'll find it hooked up to the engine oil pan.

The newer ilmor engines have this. The oil pan has a hex head and the filter pan drain hose has a square head.
