Okay, so I have an engine temp gauge it's just labeled as an Outboard temp gauge and does not have any numbers. I thought it was odd but it runs right in the middle when up to temp. I'll replace later with a correct one.

I'm with everyone else on the OP issue, move the sensor back to the pump and see if your readings change. If not, make sure thermostats were installed the correct way. Heater was mentioned and if so, you may want to remove that from the system temporarily and see if that fixes the issue.
