2012 X25 rear ballasts pumps drain a lot better than fill

I have a 2012 X25 and I have plug and play and it seems like both rear ballasts don't fill as well as my front. My front fills the stock and 2 plug and play bags just fine but the rears turn off and don't get any water in the extra bags. So I use an external pump to fill the extra bags. Everything drains just fine with the factory ballasts pumps.

Is this normal or could something be wrong?

Don't those have a motor controlled switch that changes the fill from the factory tanks to the bags? I'm guessing something is hung up not changing to the bags when it's supposed to fill them. If that is happening, you should be seeing water doing out the side overflow vents for an extended time.
