I spoke with tech support at TeleFlex (Seastar Solutions) this morning and the gentleman on the phone basicly said that my tilt steering unit part #9151018 was junk. The replacement part is #
SH91810P.
I found it for $135.97 shipped from blackbearsportinggoods.com

Yes, the bushing is gone. Replaced with a bearing. I'll snap a close-up pic of it when it arrives.

Got the new part yesterday and installed this morning. First, the new part had no packing material inside the box, just in a plastic bag. The inside of the box looked like all the parts got in a fight with each other. Amazingly the parts were unscathed. This was the fault of Teleflex. The one on the left is the old unit, right new.
