Bottom paint question - 1979 SNS

So I brought my boat to be wet sanded/buffed, re-seal rub rail and repair fiberglass boarding platform. Guy seemed very knowledgeable and has 38 years of experience but said that I had blistering on the bottom and that I should use barrier paint so the blistering doesn't get worse.

The boat is kept on a trailer and is usually only in the water on weekends, has anyone else had this problem or have experience with barrier paint?
