Overloading a tower with too much weight?

I've been reading old and some current posts about towers flexing (and even breaking) and it has me wondering, is there a point where there is too much weight on a tower?

I have a 2007 X14 which I believe has a ZFT3. We often roll with 4 boards in the rack and I have speakers and two smaller lights on the tower plus bimini. We have the braces Mastercraft provided. I recently added a ski rack above one of the wakeboard racks.

While hitting some chop recently my daughter commented that the rack had quite a bit of wobble in it. So the question for the collective: is there a limit of too much weight in terms of boards, speakers, lights and such that is too much for a 2007 ZFT3 rack?
