Tower Rack Question

2008 X15 tower rack has a pin that has slipped out of place. Apparently these 2 pins keep the wakeboard rack in place along with a single bolt. Removed rack and disassembled. One of two metal pins does not stay in place and falls inside lock down mechanism and interferes with operation. What keeps these pins in place? How do I repair? Loctite?

I had the same thing happen to me, twice. I got fed up with it and took a cold chisel and hammered a couple of grooves in the dowel pin. This pushed up some metal around the grooves which would catch on the inside of the rack. I then tapped the metal dowel pin back into the rack and it hasn't come loose yet.
