Question Steering freeplay

My wheel turns about 1.5 inches before any movement of the rudder or cable. I have the rack and pinion setup. Is there a way to take up this slack from behind the instrument panel? Maybe the pinion gear is worn as it turns on the rack? Also, turns to the right are easy under power, but left turns take two hands to accomplish. Is this normal?

The solution is probably located in the stern. The nut holding the cable to the "steering tube" can back off and this introduces free play to the steering. Mine had a similar issue until I tightened this nut and it took up all of the slack.
