1998 Prostar Fuel vent

1998 Prostar - The fuel vent tube runs to the fuel filler tube. When the fuel cap is on this means it is a closed system. When I run to 1/3 -1/2 ful of fuel, I get fuel starvation. If I loosen the fuel cap to let air into the tank and thus eliminate the vacuum, I am all set. Has anyone installed an external fuel vent? What did they do this. In previous years the fuel vent is external to the tank (through the hull).
