How to remove stuborn stains on seats?

I just bought my boat and it sat for about 3 years with just the mooring cover on, I have spots all over the interior especially the back seat.



Does anyone have any suggestions? I've tried Totally Awesome, 303 cleaner with a scrub brush. I've also used a magic eraser, Westley's Bleche-Wite and bleach and it's helped some but not much. I've read bleach is not good for the stitching and fortunately I have the seat out of the boat so I'm not worried about the carpets.

Can mold and stains get under the top layer of the vinyl?
