Rent a carpet cleaning machine from your local hardware store, like a Rug Doctor machine, and use the upholstery attachment. This is what I do every year, works great.

Does the rug doctor have an attachment that can get into the area under seats well? I did the power wash thing and it got a lot of dirt out, but not the stains.

For tough stains I use Resolve Triple Action spray. Soak the stain, let it sit and work for awhile then scrub hard with a stiff nylon brush. Repeat until it's gone. Rust stains are the worst. You can also try Totally Awesome, but Resolve is my #1 choice.

The Rug Doctor upholstery attachment is a small handheld head that has a flexible suction hose, can use it most everywhere.

Speaking of Totally Awesome... I bought some to use on the seats (haven't used it yet). It says its a concentrate, yet comes in a spray bottle.

I assume I need to go find another empty spray bottle to mix this stuff, but any suggestions on the ratio for the seats?

I will chime in with the others - NOTHING gets dirt out if you physically are not pulling it out of the boat - so rent a steam cleaner with a wand attachment - I had cleaned my last year with the typical spray foam stuff - then vacumming with a shop vac. The steam cleaner I used this year, it looked like coffee coming up - color is back, carpet is much softer, stands up better. Rented mine from a grocery store like Publix

Sounds like I need to spray totally awesome all over the carpet and then use a rug doctor on it. Seems like a good combo...

No need to dilute totally awesome. Use full strength on vinyl and carpet.

What if I go with a Water/fabric softner mix, scrub it in to the carpet, and then SHOP VAC it out?

My carpet looks like this currently:
