Actually there was a thread years ago about how a dimpled surface would affect the speed. The answer isn't what you might expect.

A hailstorm will do that for you and your insurance company will give you a check to boot.

Had that on my last F150, but at 450,000 miles, I'm not sure there was a whole lot of mileage improvement left. My current F150 does have an annoying hail dent on my hood close to the back edge on the drivers side. Perhaps I should just leave it figuring that it is saving me a little at the gas station.

What is it about people from Pensyltucky and rhino liner on boat hulls?

My project has a nice layer of antifoul paint. Which is gonna provoke some very foul language as I strip it off.

The one good thing I can say about that boat is that it has a nice salt water trailer. Now if it just fit the boat properly...
