The article mentioned that he was subdued by security but apparently, they did a fine job of hiding in plain sight and blending into their surroundings by doing nothing to stop him before he tried to shoot. After the attempt, I imagine the head agent said "We should stop him" and the others said, "Well, maybe. I guess".
