Prostar 190 Carb Rebuild

I just rebuilt my carburetor which is a 4160 Holley. There are no fuel leaks that I can see. If its leaking past the throttle body, I am not aware of it. Brand new power valve, metering gaskets, bowl gaskets, floats appear to be positioned properly and not soaking up fuel as far as I can tell. Here is the problem, when I am trying to start the engine it will not fire and the secondary venturi's are pouring fuel down the back two barrels which are closed because the power valve isn't engaged, nor is there any vacuum that I am causing. What could I be doing wrong? Electronic choke is adjusted correctly, and secondary diaphram is brand new too. Lots of fuel pouring down the throat.

Possibilities...........need to pull the secondary fuel bowl to determine which:

-Float is not clipped to the needle and seat correctly
-Obstruction preventing the needle and seat from closing
-Float way out of adjustment
