How much ballast is to much?

I get an awesome wake behind my 1991 Prostar 190 and I can surf for hours. I only use 2 small bags on the surf side (regular), maybe have 4 people in the boat, 3 sat on the surf side. Wake on the drivers side sucks. I drive 8 - 10 mph.
